The founders, for all their faults (Don't even get me started on Hancock) knew that. They tried to set up a system that prevented such abuses. People were trying to tear it down and mess it up before the ink was dry. It has been a fairly robust system - until recently. The checks and balances worked well and there was little incentive to go beyond the traditional boundaries of each branch.

DeleteNothing personal...but given that this is a very common trope among right-leaning folk, I just want to say that I've been going to the DMV for almost 40 years, and I've never had any major problem. If anything, most people have been friendlier than I think necessary. Maybe it's just because I don't go in there acting like an entitled dick with a chip on his shoulder...beats me. Though come to think of it, I don't recall any friends or family complaining about the DMV either.
I'm sure some people have had a bad time there, for whatever reason, but on the whole, I file "The DMV proves my pet theory about the evils of the gummint" under "stuff a certain subset of older white guys think they know about America that isn't actually confirmed by the day-to-day experience of normal people."
Actually, I'd go a step further and say that the DMV does very well at an incredibly complex task, whereas most of the people bitching about it would probably be hard pressed to run a model railroad.
Just sayin'.
