Based on some contrived or real disaster that might kill tens of thousands or even millions of Americans, Obama might just decree that congress is suspended, due to a “national emergency”. The two Quislings would meekly agree.

2) He would not “cancel” the election, but just say it is “delayed” due to the emergency, and that he is remaining in office to keep “continuity” in government services “for the duration”.

3) His next gambit would be to round up and “detain” those most likely to resist. Particularly “leaders” who might lead a revolt. This would include a purge of military leadership that would not swear an oath of loyalty to him, not the constitution.

4) Another dictation would be to appoint perhaps five more justices to the Supreme Court. Ultra-radicals to prevent them from trying to stop him.

5) He would have to dictate rationing of everything, both to buy supporters and starve his enemies. And at some point rewrite the constitution to justify everything he is doing and wants to do.

The most critical element to his doing this is the timetable, as he cannot do too much, too fast, that even the media can’t hide from the public.
